Can I top up a Steam account from any country?

Payment is only available for CIS accounts — Russia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

If your account is from another country, for example Argentina, Chile or Turkey, you won’t be able to top it up.
